[XWARN] XWARN reflector flood

If you just received about 5 new messages from the reflector in short
succession, it was me clearing out the moderator log.  For some reason,
some posts to the reflector are getting "stuck" and have to be manually
approved.  I believe I took care of part of the issue, meaning that posts
from those senders are likely to go straight through next time.  But I
don't quite understand what the error messages mean, so I don't know how to
adjust global settings to avoid this in the future for all senders.

Please bear with us as we work through issues with the reflector.
