[XWARN] XWARN reflector

We have an ongoing "problem" of people trying to send large attachments
through the reflector.  This requires an admin to go into the system to
approve the request.  I believe I have the reflector setup to pass 4MB
without permission.  If you have a larger file to pass, I highly suggest
you use Google Drive, Microsoft's OneDrive, DropBox, etc to post the file
then email a link to the file instead.
